Error message regarding "php_unregister_ini_entries" in php4ts.dll - any Idea?

I have the same problem. I need to load module php_mcrypt.dll but when I 
start Apache it gives me the above error message and that php_mcrypt.dll 
cannot be located eventhough it is in the windows system32 folder.

My configuration is: PHP 4.2.0 Windows, Apache 1.3 both on Windows XP.

No luck Googling for help on this. Any luck?
