ErrorDocument 404 doesn't work in .htaccess, but other directives do. AllowOverride is set to All.

The reason this is happening is because a failed access attempt results 
in a 403 (forbidden) error and not a 404 (not found) error. The URL 
above contains a listing of all the HTTP status codes.
