if 2 browsers are running the same script , can one browser be refreshed relative to the other .

In general, no. For all client-side JavaScript, each browser process 
represents its own scripting context, and it is not possible to script 
between contexts.
However, client-side JavaScripts can write to different *windows* 
running within the same browser process (using the global windows 
array), and even read across windows within the same browser process as 
long as the domain of each window.location is the same.
