Is there any way to create pdf files on the fly from a database accessed using ASP ?

You can use PDFlib or other third party com components. you can 
download the trial version from here 
http://pdflib.com/products/pdflib/download/PDFlib-5.0.1-com-dotnet.msi 
the documentation is included along with the download.
