Setting up an internal web server. Can reach pages when bypass MS proxy server only.dont want that.

Sounds like the rules on your proxy server don't allow traffic on port 
80 to the internal address(es). You'll need to either have that rule 
changed or be forced to bypass the proxy server for the Apache server.
