How can I use apache to set PHP Environment variables?

You need to find your php.ini and make the changes there.

You can also change the values for particular values by adding them 
to .htaccess file in web directory of your choice
Following syntax apply:
- value based entries use
php_value <php.ini_entry_name> <new_value>
- boolean based entries use
php_flag <php.ini_entry_name> <status>
For example:
php_value include_path ".:/usr/local/lib/php"
php_flag safe_mode on
