Will Search Engines find PHP generated META tags?

As long as the crawler reads your page, and the php generates the meta
tags, then the crawler will read them unaware that they were
machine-generated. 

Caveat: If your php is constructed in such a way as to present only to
certain user agents (e.g. through a browser sniffing feature) then there
is a chance that it may not present the page to search engine crawlers,
so if this is the case, make sure you include them in your list of
allowed visitors.
