Use overrideredirect(1) to turn off window stuff like title bars:

import Tkinter
root = Tkinter.Tk()
root.overrideredirect(1)
addSplashImageOrWhatever(root)
root.mainloop()

Have some event that does a root.overrideredirect(0) and/or a root.quit
().
