How does google.com display contents in Dutch language when local settings are changed to dutch.

If it is an ASP page then the regional settings can be found using
Request.servervariable("HTTP_ACCEPT_LANGUAGE").
This displays the regional language and the contents can be displayed 
according to it

Request.servervariable("HTTP_ACCEPT_LANGUAGE") in ASP.

When you change the setting to Dutch, google creates a cookie in your 
PC through which they know that you need results in Dutch.
