I am getting: "No such file or directory" when trying to set a cookie

Under Windows 2000, with the IIS webserver the  full error is ->
Warning: open(/tmp\sess_a2ddc408dc5b2d0d6b894a6237570eca, O_RDWR)
 failed: No such file or directory (2) in E:\code\bot\y_session.php on line 3
PHP needs a \tmp directory in the partition that the code is running.
Here we need E:\tmp to be set up
The reason is that when a cookie is created,PHP creates a temporary file
 with the cookie attributes in it. That file is stored in the \tmp
