"dnscache" expects to be provided with configuration information in various environment variables. You _could_ invoke "dnscache" directly, after setting the appropriate environment variables. But it is far better to use the tools that are provided to you. To set up a service directory for invoking "dnscache" with all of the necessary environment variables set and files created, use the "dnscache-conf" program. The "dnscache" manual page does say this, and the tutorials in the "djbdns" documentation provide several examples of invoking "dnscache-conf". Read the documentation.
