Everytime I turn on my computer it says ErrOr! Could not download Application How do i get rid of It

Solution:
I also had the same problem recently.After a lot of hit and trials i 
solved it in the following way:
Delete file tcsageda.exe in C:\WINNT\SYSTEM32 directory and this solves 
problem.

Diagonosis:
After reboot if you go to task manager(afetr ctr+alt+delete)and go to 
Applications tab and select Error , right click and select 'go to 
process' which takes you to relevent process in process tab.In this 
case process is tcsageda.exe.Delete it as it only pops up error message.

Further note: It appears to be part of a backdoor routine and should 
definitely be deleted. The filename it creates is a random set of alpha 
characters, and is always found in the SYSTEM folder (95/98/ME) or the 
SYSTEM32 folder (2000/XP). The filename can be usually located by 
running msconfig (or other suitable utility for editing startup items).
