How many licenses do I need for a web machine that houses a number of MySQL using clients?

In this case you should buy a license for each machine that is running
MySQL and that is "serving" your customers because you are selling
MySQL as a part of your services. 

Note that you only need one license as one license covers any number
of users/CPUs/mysqld servers on one machine!
