TELNET = TELetype NETwork.

TELNET is the U.S. Department of Defense's virtual terminal protocol,
based on TCP/IP.

Telnet is a terminal emulation protocol, that allows you to make a
terminal
connection to other computers on the Internet.

Telnet is a terminal emulation program that allows you to work on the
server from your workstation as if you were working directly on the
server.

This requires you to run a telnet client on your computer and connect
to
a telnet server on the other machine.

A 'server' is simply another program running on a remote computer -- it
could be anywhere from the US to Australia.
It does not matter either, as you only pay the costs for contacting
your service provider: this is how the Internet works.
