Steps: Overview:
1. -Download and install ImageMagick
2. -Goto the ImageMagick directory
e.g.
c:\program files\ImageMagick
3. -On the command line type:
convert.exe <your jpeg file> <your postscript file>
e.g.
convert.exe test.jpg test.eps
4. -A possible result of this is shown at
http://www.knud.info/FaqtsConvertImageMagickJpegToPostScript.htm

Tested successfully on Microsoft Windows XP Professional, running
ImageMagick v6.2.1.
When I loaded this file
test.eps
in PCTeX, it should nicely a picture.
