Is it possible to issue a command to windows xp command-line through a php script?

Yes, it's possible.

You will make use of the exec command in php.

string exec ( string command [, array &output [, int &return_var]] )

exec("cmd /c c:\yourprogram.exe ....

You can use this to call another php script to process it in the
background as well.
