While the traditional PSTN uses circuit switching technology wherein
there is a dedicated circuit that remains open till the end of the
conversion between the caller and the receiver, the VoIP calls travels
over a packet-switched network where voice signal is digitized and split
into small portions which are then sent through a series of routers
until they reach the recipient.
