China's migration to cities is happening at a much faster rate. It has
many more manufacturing jobs in the cities to fill, and the government
is also investing heavily in urban construction and infrastructure,
which means more jobs for migrants.
But another key difference is that India, being a democracy, has never
attempted to control the movement between rural and urban areas in the
way China has. China may be loosening those controls now, but it's never
been an issue in India  people are entirely free to move back and forth
without passes, permissions, or the like.
