how can I create a pop up consist of hyperlinks on mouse over

Try some of the solutions located at www.bratta.com.  This site has a 
number of DHTML popup menus with demonstrations and tutorials.  I have 
used CoolMenus2 myself.  It has its limitations (very slow loading if 
the menus get too large) but otherwise very "cool".  Good luck!
