How can I develop a form ( like Access) to enter data into a table (for SQL Server)?

You can use Access to enter data into a SQLServer database, just link 
to the tables:
file->Get External Data->Link Tables
and set file type to ODBC
Once you have an ODBC DSN for your target table, you can create access 
forms to intereact with the data.
