Can I change the font color and size of only a part of a string displayed in the select box and will it work on both NN and IE ?

Not exactly :)
You may create your own element, that will behave and looks like 
SELECT, but really will be a DIV, so you can do anything you want about 
formating it.
You can see an example working in IE5.5+ and NS 6.2+ at:
