How do i capture a mouseup/ out event that was released outside the window that the mousedown event occured in. (ie 4) related

The simple answer is that you cannot. If a click event occurs in one
window then released in another window, the event is, as far as I know,
cancelled or not registered as occuring in the first place. Try it by
clicking on a button then moving the mouse off the button and letting
the mouse go. The same essential principal applies. The logic is
somewhat messy but it is consistent with basic principals of javascript. 
However, if you are using frames, then I understand there is something
that you can do there, like create a drag'n'drop style page. If this is
your intention, then you may want to create a situation whereby you can
copy something to the clipboard, which is essentially a cross platform
thing anyway these days, then paste it to another page, of the user's
choice.
