I have a layer in middle of page (NN4). Why does mouseOver event fire for the whole area between (0,0)--->bottom-right of layer - not just layer area?

On the minimal information here, I would ask if you have properly
clipped the layer? Or perhaps the other way, you have clipped the layer
to resrict its visible size but not defined its size on the page in the
style?  
For example : 
not clipping the layer properly : 
<DIV ID="mainDiv" STYLE="position:absolute; left:50; top:80; width:100;
height:50; background-color:#FF0000; layer-background-color:#FF0000;">
</DIV>
not defining the layer size properly 
<DIV ID="mainDiv" STYLE="position:absolute; left:50; top:80;
clip:rect(10,110,60,10); background-color:#FF0000;
layer-background-color:#FF0000;">
</DIV>
Both these things will generally cause the problem you have outlined here.
