How can I show tooltip for a SELECT tag when the user moves his mouse over an OPTION in IE 5.0

You can display a tooltip on a input field of type text using the 
following tag.
<INPUT TYPE=TEXT TITLE="HERE COMES THE TOOLTIP">
I tried displaying tooltip for a <SELECT> and found that it is a 
limitation of IE. I believe some browsers do support it.
Your options are:
Put a the full text inside the element, then use the value attribute to 
set the data you want as shown in the tag below...
<option value="1">OptionValue1</option>
Or use something other then a <select> element - possibly a series of 
radio buttons.
Or try out this....
For Eg:
A job site which has list of all job categories in the <SELECT>, it can 
have first entry as "Apply Now" and then followed by the list of job 
categories
<select name="job_category">
<option value=0 selected>Apply Now</option>
<option value=1>Finance</option>
<option value=2>Information Systems</option>
<option value=3>Marketing</option>
<option value=4>Communication</option>
</select>
