In IE5, Is it possible to detect if my page exceeds the available display height?

Yes it is, but only after it has loaded.
There are some useful values you can access in IE5:
Height of the available window (innerHeight in NS):
document.body.clientHeight
Height of the hole document, including the part
outside the visible area:
document.body.scrollHeight
And the scroll-offset of the document:
document.body.scrollTop
